Eltina was a 1985 graduate of Franklin Sr. High School.  She then enlisted in the United States Army where she faithfully served her country for 6 years from 1987-1993.  She earned the rank of Sergeant.

Eltina was always a strong believer in God.  As a child, she was baptized by her uncle, Bishop Ordie Perro.  She served under his leadership until joining New Jerusalem Church of God in Christ United, Deep South Jurisdiction during the early 2,000's, under the leadership of Bishop Michael Ford and Supervisor Gloria Ford in Patterson, La, where she earned the title of Missionary.  Missionary Eltina was a willing worker in the COGICU ministry.  Missionary Eltina served in many capacities within her church, on national, and international levels alike including President of the Home and Foreign Mission, Assistant Young People Willing Workers, and Assistant Young Women Christian Council under the Deep South Jurisdiction and Greeting Committee and Hospitality Committee on the International Level.

Eltina was one of the kindest, most humblest persons one could ever meet.  Her meek smile and sweet personality greeted EVERYONE equally.  She did not know the word "NO".  She gave anything she had to anyone who asked.  She even opened her home to many family members and friends in their times of need.  That is just the way she was.

Eltina joined in holy matrimony to Christopher Monroe in 1983.  To this union, her daughter Jasmine Dena Monroe was born.  Eltina later remarried, Roderick Charlot.  To this union her 2 sons, Ralph Malik and Eldric Bernard Charlot were born.

She leaved to cherish her memories her precious children, Jasmine, Ralph and Eldric.  Her grandson whom she adored, Dewitt Jordan Williams Jr. and her granddaughter, Remi Marie Charlot.  A devoted family friend, Mr. Geary Lindsey.  2 bonus children, Roderick and Tiera Hunter.  Her aunts, Vera Armelin, Nora Jones, Martha Armelin, Supervisor Willie Mae Perro, Mary Lessie Burgess, and Connie Perro. Uncles, Lee Armelin Sr., Rev. Isiah Perro, and Irving Gasper.  Brother n Law, Claude Charlot. Her best friends since childhood, Tracy Weber and Ramona Abraham Holloway.  Eltina also leaves behind several godchildren, cousins, friends, and church family who will all miss her dearly.
